Definition
A temporary joint committee formed to reconcile differences when the House and Senate pass different versions of the same bill, essentially democracy's couples therapy. Members negotiate behind closed doors to create compromise legislation both chambers can accept.
Example Usage
The conference committee emerged after three days with a 900-page compromise that nobody had time to read before voting.
Origin
Congressional practice dating to the early Republic for resolving bicameral differences
Fun Fact
Conference committees have been criticized as 'the third house of Congress' where unelected staffers and lobbyists can influence final legislation away from public scrutiny—democracy's backroom becoming official procedure.
